Who Issues Ohio Demolition Permits?
Your permit authority in Ohio depends on where your property is located. Incorporated cities and villages use their own building departments. Unincorporated township areas are covered by county building departments, or in some cases a township with adopted building regulations. Ohio's home-rule provisions mean individual cities may adopt stricter standards than the state baseline.
Ohio EPA Asbestos Notification (DAPC Program)
Ohio has partial NESHAP delegation. The Ohio EPA Division of Air Pollution Control (DAPC) handles asbestos notification for most of the state, but several large counties operate their own local air programs:

Notification is required 10 working days before demolition when RACM exceeds the federal thresholds (260 linear feet on pipes, 160 sq ft on other components, 35 cubic feet removed). Submit the notification to the appropriate agency listed above.
Cincinnati / Hamilton County — Special Requirements
Hamilton County has several requirements distinct from the state baseline that catch first-time applicants off guard:
- Utility stickers: Before the demolition permit issues, each utility company — Duke Energy, Columbia Gas, Cincinnati Water Works, and the Metropolitan Sewer District of Greater Cincinnati — must physically place a sticker on the structure confirming disconnection. The building inspector verifies all four stickers at a pre-demolition site visit.
- Duke Energy underground service: If your property has underground electric service, Duke Energy requires a street opening permit from Cincinnati's Department of Transportation and Engineering before they can access and disconnect it. This process alone adds 10–14 days after the street opening permit issues — a common source of unexpected schedule delays in Cincinnati demolition projects.
- Historic overlays: Over-the-Rhine, Hyde Park, Columbia Tusculum, and other Cincinnati neighborhoods have locally designated historic overlays. The Historic Conservation Board must approve demolition of contributing structures, with monthly meetings. Canton, Ohio — Owner-Builder Provisions
Canton's code is one of the most explicitly documented examples of Ohio's owner-builder flexibility. The city allows homeowners to obtain a demolition permit for residential accessory structures up to 720 square feet and one story in height. The application requires a written description of the proposed work and a signed agreement to meet all applicable standards. This 720 sq ft threshold is notably higher than the 120–200 sq ft threshold common in many U.S. jurisdictions.
